That is one odd looking station...

I'd give it a Tellarite backstory as one of the previously never-used designs pre-dating the U.F.P. that just recently re-surfaced at the CoE. Originally meant as a civilian trading station and general office complex, one that got shoved into the back of the Tellarite Homeworld engineers' filing cabinets upon the events of "Star Trek: Enterprise" & The Romulan War.
