Title: Choppy Gameplay

I believe this is a standard issues that can easily be resolved but i do need some help. My Gameplay's framerate is very choppy. i even risked
 
reinstalling the game back to Vanilla and it is still choppy. i read somewhere that is has to do with Vsync but i cant find vsync anywhere. Would

greatly appreciate the help!

May sound silly but, have you tried restarting your PC?

Yes i have. also Update:the frame issues are gone for now i fear they will come up again

frame rate issue may be tied to the PCs 'up time' so keep an eye out for that.
