Title: Updating glows

I have two ships who's glows, engine and window, are virtually nonexistent.  is permission required from the author for an attempt to update the glows to something brighter or more visible?
Also, besides Photoshop, what are the recommended programs for working with existing Targas when permission is obtained.  all I have atm is an old PaintShop pro and a version of irfanview that will read the TGA's.

If you do it only for yourself no permission is required, only if you want to release your work.

Info on how permissions are handled is usually included in the readme that came with the mod.
