Torpedo Launch and Pulse Launch.

In playing around with BCUT I was wondering how to speed up a the launching of Torps and Pulse weapons.  I know it has to do with Immediate Delay but how do you set the values?  Is it a higher number or a lower number to speed up the launch?  For pulse weapons is it a higher or lower number for cool down?

if you mean to increase the burst firing rate, yes, you'll need to lower the value
