So I've had this problem for a while and I have everything updated. My conclusion is that there is problem with old frameworks 3.0 and 2.0, but since they're integrated into W7 how can I repair them? I've used the repair tool but it couldn't repair it. The report said it had problems with 3.0 and 2.0, can I restore them with the boot disc or something? I don't have any restore points.

You could try this: https://www.microsoft.com/en-us/download/details.aspx?id=30135

Edit: Alternatively you could try using "turn windows features on or off" if you already tried that particular utility. Net framework should be listed there under windows 7. Deselect it and wait until it finishes then simply check it again that should perform a reinstall.

run command prompt as admin and then enter in "sfc /scannow"

I solved it yesterday, I had to reinstall Visual Studio 2010 because some components were missing
