TGA Recommendation?

Hey guys, can anyone recommend a good editor so that I can cut down some ship texture sizes?  TGA Tool doesn't work like it used to and cutting them down in GIMP gets rid of the alpha channel.  Thanks in advance.

Paint.net seems to support TGA, and should be able to handle the alpha layer.
