Inaccurate phasers for NPC Ships?

Is this something that already exists/is being worked on?

Its no fun flying the defiant if you can''t dodge phaser fire. :D

Install FoundationTechnologies, it has that.

Tough some have expressed their concern about being too good, for either party.
I still can't read peoples minds, nor can I read peoples computers, even worse, I can't combine the two to read what is going wrong with your BC install...
