You're in a shuttle, a few parsecs from the Romulan Neutral Zone, and are studying a nebula that gives off weak energy discharges intermittently. Your shields are raised and holding, but you're still experiencing a bit of "turbulence" (for lack of a better word).
Suddenly your shuttle rocks and you notice your shields are down to 80%. What is your immediate response to the situation?

Begin a quick sensor sweep for any anomalous readings that could be a cloaked Romulan vessel.

began an antipolaron scan looking for a Romulan vessel that has possibly fired on me and cloaked.

In one TNG episode, the turbulence from a nebula was causing the shields to buckle, and it got worse when the shields were raised to high levels. Once shields reached maximum levels (for a Galaxy class starship) the turbulence would destroy the ship. Now the Effect of full shields on an Oberth class vessel did not destroy it. Since the shields on a shuttle are relatively weak the solution would have to be......
Drop the Shields.

oh and as for me I'd quickly scan the area and attempt to reinforce the shields.

That's two actions Neb; which would you do first?
There are a number of possible, and viable, reactions; including, but are not limited to:
Scanning the area to determine the reason you've been wrenched out of your seat. Supposedly the Engineers respone.
Moving your shuttle further from the nebula/nothing. (Meaning you assume it was the nebulaes doing) Supposedly the Scientists response.
Taking immediate evasive/aggressive action. (Meaning you assume it's an enemy vessel) Supposedly the Tacticians response.
RUN AWAY. (AKA, The Cowards Response)
And bouncing a gravaton particle beam off the main deflector dish. The "Make S**t up as you go Along" Response.

Divert power to the shields and scan for anomalies and ships.

you made the same mistake as me here xD you can only do one of those two things.

Wonder why the hell I'm along the Romulan Neutral Zone in a friggin' shuttle. Or just panic. I dunno.
