I've never been able to get the consloe, how'd you do it?

Press the key that is one left of the 1 button, right above the TAB button, and below the escape key.
Otherwise known as the Tilde button: ~

Make a shortcut that says:
"ProgramFolder\Bridge Commander\STBC.exe" -TestMode

Detailed:
Right click on the Bridge Commander icon on the desktop.
In the "target" box, outside the quotes of the existing text, put: -TestMode
This should work...

So it should look like:
"C:\Program Files\Activision\Bridge Commander\stbc.exe" -TestMode?
Without the '?' though lol.

And in which case, you would know that there are multiple types of keyboards. :S

For some strange reason on the UK Keyboard has - "`", "?" and "?" instead of the ~ key, but since most games are set to the US Keyboard the button does the same thing in any game that uses a console of sorts.
I remade this post since i didn't read all the thread :(

QUERTY (US): Backquote (the "`" key, left of 1, above of tab, below Esc and the shift version is ~)
French (AZERTY?): Multiply (the * most likely, no other hints I'm afraid)
German (not sure, could be the AZERTY :P): Multiply (see French comment)
Itialian (again not sure): Multiply (see above 2 comments)
Spanish (not sure): Multiply (do I need to say more?)
UK (unknown to me): Backquote (see US)
This is all from the scripts.

UK (QWERTY): The letters are the same layout as the us as are most of the keys, the only real difference are some of the symbols such as @, ", etc... Although the $ sign is in the same place. (i bought a us layout keyboard by mistake so i know what differences there are between them :))
