well the first step would be to build and texture the bridge model.  ever made a mesh before?

You are in more need of help than we thought....  :P

A mesh is a computer generated model.  Wiki-wiki-pedia 3ds Max and also look at similar programs further down the page.

Blender is a good free modeling program.  You might want to try that.

Be warned: you must learn a lot to even make a model, let alone texture it.

there is an awful lot that goes into making a bridge...  and you must possess the correct programs and skill to do it...  in all of BC's history, only a handful of people have been able to figure it all out from beginning to end, which is why we don't have more bridges than we do...
it takes alot of time, effort, patience, etc etc; be warned about that first...
there is modeling, texturing, lightmapping, animating, scripting, and other things that are involved also, so you must have keen sense and skill about how BC works before even thinking of making a new bridge from scratch...
i dont mean to sound pessimistic, but all too often people think making bridges must be simple and then once they realise just how complex and complicated it really is, they give up...  it is a major task, building a bridge and getting it to work ingame...

the big filter for this, is time. if you lack time (not to mention lacking enthusiasm): dont. even. try.

you gonna need time for learning, time for designing it, time for building it and time for texturing it. plus, time to wait while you're making it so the renders finish and see "how it's coming along".

you can start by getting Milkshape, blender, or other free 3D programs, if you can't afford getting Max or other paid software. after that, everything is out there. you just need to find the right website that answers your questions.
www.Scifi-meshes.com and www.max-realms.com have plenty of manuals and models.

a couple years of regular practice ought to get you where you need to be then. :)

ROFL. Not even the professionals are doing bridges for Bridge Commander anymore. They've all moved onto building stuff for their fan made game, ST: Excalibur. Not done yet so don't even ask.

Am working on it now as it happens. :-)  Off the record; learn how to map using Q3 radiant and it should be able to load that.

It's the mapping tool for Quake 3.

I think Radient is a more generic one that companies buy and modify to make their own.
