Title: Hailing other ships in game

 I wanted to know is there a mod that enables the player to hail other ships in game???

Yes there is, and unfortunately I don't remember the name of the mod.

However, it is included in KM. It has limited functionality as you can order the ship to follow, stop, dock, and a few other things but at least you can "hail" it per say.

If you're looking for a more "full-featured" hail function I'm pretty sure it doesn't exist.
