That is where the actual phaser fires from. If you look in the first tab for the phaser property, look on the left and you should see something titled "Ellipse Size" with 2 boxes called Length and Width underneath. To be really simple, just change both to 0.01 and you'll have a pinpoint phaser.
Or you can try and be clever and use L and W to align the white ring along the phaser array, but this may require moving the phaser itself around a bit.
