If you are on Vista, then it's possible that it is BC "hanging" for a little while. Does the program title (in the taskbar) say something like (Not Responding)?
Or is this ingame, while playing the game?
I still can't read peoples minds, nor can I read peoples computers, even worse, I can't combine the two to read what is going wrong with your BC install...

it is really bright all the time.
Here this is how it is:

This is how it turned up in a print screen:

Considering the printscreen is normal, I would say it's a LCD Monitor driver issue, or even a monitor issue.

Do any other programs have this problem?
What you can try is to create a small image in paint (a 1x1 image is enough, but any image will do) paint it all black (use floodfill), save it, and then make it your background, if it is still that bright, then it's the LCD Monitor driver or the monitor itself.

Try windowed mode then.

My point is, if the screenshot is normal, then it happens between BC and the physical monitor displaying it (meaning BC isn't the cause).
Even AA or AF filtering happens after that screenshot (and isn't part of BC).

You can find it in the Graphics Options.
You may need to start BC in -TestMode

Or you can attach your options.cfg and I'll set it to Windowed Mode for you.

So there is no problem now?

Except for the window size?
I'm afraid we currently can't really do anything about that.
