Judging by the curvature of the saucer, the windows might be just the right size. They may be only two meters in height, but the relative flatness of the saucer stretches that out, just like most of the windows on the Galaxy class.
This is of course one of the major issues rectifying external design with internal. Picard's quarters' windows have a curvature matching more closely to a saucer rim window than the hugely elongated windows shown a couple decks higher than Ten Forward.
